Oasys UPPCL project is about Providing Online payments of Electricity bill through E-POS in rural areas where due to non availability of Bill payment center, rural area UPPCL customers have to go through certain problems to pay Electricity bill or have to travel long distance in order to do so. With UPPCL Bill payment through E-POS , Rural area customers are able to pay their electricity bill in their areas without any hassle.




PROCESS FLOW

A.    DEFINITIONS AND INTERPRETATION

In this process, the following terms shall have the following meanings:

Business Dayshall mean a day (other than a Saturday, Sunday or a public holiday) on which banks are generally open for business in Uttar Pradesh.

UPPDS FPS Outlet/s shall mean Uttar Pradesh Public Distribution System Fair Price Shop Outlets of Food & Civil Supplies Department in the state of Uttar Pradesh.

Consumer/s shall mean people or entities consuming electricity in the state of Uttar Pradesh.

Bill Depositor shall mean person who is coming to UPPDS FPS Outlets to deposit electricity bill on behalf of consumers. Bill depositor may be consumer himself/herself also.

UPPDS Agent/s or FPS Owner/s or UPPDS Merchant/s or UPPDS FPS Outlet Operator/s” shall mean UPPDS FPS Outlet operators of Food & Civil Supplies Department in the state of Uttar Pradesh to provide VALUE ADDED SERVICES offered by OASYS to consumers in the state of Uttar Pradesh.

On-board shall mean registration of UPPDS FPS Outlet operator/s managed by OASYS through KYC process or any registration process as per rules to register and manage UPPDS Agents in OASYS owned platform and ecosystem.

Wallet shall mean closed wallet prepaid instrument system as approved by Reserve Bank of India regulated Payment and Settlement System Act 2007 created for UPPDS Agents provided by OASYS which has to be recharged and maintained with sufficient balance by the UPPDS Agents to perform electricity bill payment transactions.

Service means the provision to accept and make payment towards Uttar Pradesh Electricity Bill at the UPPDS FPS Outlets for the consumers in the state of Uttar Pradesh.

UP BIJLI BILL PAYMENT means the name of a dedicated android based application installed in UPPDS Merchant’s e-POS machine through which UPPDS Merchant can perform electricity bill payment transactions.

B.    PRE-REQUISTIC NEEDED FOR UPPDS MERCHANT BEFORE PERFORMAING ELECTRICITY BILL TRANSACTIONS:

1.    Unique Merchant ID and Password for every UPPDS Merchant
2.    Running e-POS device
3.    “UP BIJLI BILL PAYMENT” application installed on e-POS Machine
4.    3G/4G/Wi-Fi network available on e-POS Machine
5.    Printer Roll in e-POS Machine
6.    Sufficient Amount in Wallet (Greater than or equal to Electricity Bill Amount)

C.    MERCHANT ON-BOARDING PROCESS:

Oasys’s Sales and Backend Operations Team will do on-boarding of UPPDS Merchants through On-boarding portal given by Oasys Technical team.
Once On-boarding will completed, a username and password will be sent to registered mobile number and email ID provided by UPPDS Merchant that UPPDS Merchant can further use for login into e-POS machine and web portal to process electricity bill payment transaction.

Below details are required from UPPDS Merchant for on-boarding them:
1.    Name
2.    Email Address
3.    Mobile Number
4.    Date of Birth (As per written in PAN Card)
5.    PAN Card Number
6.    FPS ID
7.    Residential Address as per written in Aadhaar Card
8.    Shop Address
9.    Photograph of Agent
10.  Photograph of Agent’s Shop
11.  Cheque Book Copy of banking details. It is advisable to give their respective Current Bank account details.
12.  PAN Card Copy (Duly Signed by Agent)
13.  Address Proof Copy (Duly Signed by Agent)
14.  GST Registration Certificate if applicable
15.  Deposit Amount Slip if applicable

D.    SCOPE OF WORK


1.    Bill Depositors/Consumers can walk into any UPPDS FPS Outlets with Electricity Consumer Bill Account Number/ID.
2.    UPPDS Agent with their unique system ID and UPPDS E-POS IP address, will operate the dedicated application (UP BIJLI BILL PAYMENT) of UPPCL Bill payment service in UPPDS E-PoS machine and select the area of service either R-APDRP (Urban) or Non-RAPDRP (Rural), as developed and maintained by OASYS.
3.    UPPDS E-PoS of UPPDS Agent connects to OASYS central IT system in secure manner which generates a unique transaction ID for each such initiation of transaction by UPPDS Agent and stores transaction ID for future reference with time stamp.
4.    OASYS’s central IT system connects to respective UPPCL IT System in secure manner and fetches bill details with payment due from consumer against their electricity bill(s). OASYS IT system shall also store transaction ID generated by UPPCL IT System for initiation of transaction of bill information; in the IT System of OASYS for future reference.
5.    UPPDS Agent will provide such details fetched for payment due against the concern Consumer’s electricity bill(s) to the Bill Depositor.
6.    Consumer shall pay the entire due amount payable against his/her/their electricity bill(s) and UPPDS Agent shall accept such payment and confirm to OASYS’s central IT system which will automatically generate a unique payment transaction ID and return it to the UPPDS E-PoS machine(s) with a message of either reflecting Success or Failure of the payment subject to process flow as defined in Process flow (B).
7.    In case of successful payment by UPPDS Agent, OASYS’s central IT systems will transfer such payment details to UPPCL’s IT system with a unique transaction ID and shall receive a Success or Failure message for that particular transaction.
8.    In case of successful acceptance of payment by UPPCL’s IT system, OASYS’s central IT System shall print receipt copy for the consumer with reference IDs that would map with related transactions’ IDs referred above, along with a distinct SMS on the provided mobile number by Bill Depositor.
9.    In case of failure of acceptance of payment by UPPCL’s IT system, OASYS’s central IT System will intimate UPPDS E-PoS of UPPDS Agent, along with a distinct SMS on the provided mobile number by Bill Depositor. UPPDS Agent shall return the amount which was received against payment of dues of electricity bill(s) from the Consumer. In this case, Bill Depositor will not get any electricity bill payment receipt.
10.  UPPCL IT system shall also inform to the Consumer by a distinct SMS on their registered mobile number.
11.  UPPDS Agent shall have access to OASYS Central IT system to get list of all payments as well as summary of such payments from UPPDS E-PoS.
12.  MIS (Management Information System) as desired by UPPDS and UPPCL at defined granularity shall be made available by OASYS at such intervals which may be agreed by the parties from to time.
13.  Respective party shall be responsible for maintaining its IT System, however, information flow through system integration shall be joint responsibility.
Related parties (UPPCL/OASYS) shall ensure timely and effective redressal of related party’s complaints (whomsoever complaints related to UPPCL/OASYS) of consumers through efficient grievance redressing mechanism as agreed between the parties.
